Dr. Goran Ilik is a Full Professor at the Faculty of Law, University “St. Kliment Ohridski” – Bitola, North Macedonia. From 2013 to 2017, he served as Vice-Dean for Science and International Cooperation at the Faculty of Law. In 2017, he was elected Dean of the Faculty, and on 15 January 2021, he was re-elected for a second term. He was also a member of the Senate of the University “St. Kliment Ohridski” – Bitola from 2012 to 2016.
From 2022 to 2025, Dr. Ilik served as Vice-Rector for Science at the same university, and in 2025, he was re-elected for a second term in this position.
His academic background includes a BA in Law, an MA in Political Science, and a PhD in Political Science. His publication record comprises papers, book chapters, and monographs focusing on the European Union’s role in international relations, its foreign policy institutional architecture, constitutional law and constitutionalism, axiological foundations, and political power. Many of his works also explore the EU’s position in the evolving international context, addressing contemporary challenges to the liberal world order.
He is the author of the books: Europe at the Crossroads: The Treaty of Lisbon as a Basis of European Union International Identity, EUtopia: The International Political Power of the EU in the Process of Ideologization of the Post-American World, and International Relations and the European Union: Values before Power.
Prof. Dr. sc. Goran Ilik is also a lecturer and trainer at the State Academy of Judges and Public Prosecutors “Pavel Shatev” in Skopje (North Macedonia).
Additionally, Prof. Dr. sc. Goran Ilik serves as Editor-in-Chief of the Journal of Liberty and International Affairs. He is also a member of the European Association of Science Editors (EASE) and the co-founder and member of the Macedonian Association for Scientific Communication (MASC). He previously served as Editor-in-Chief of the Journal of Legal and Political Education.
Since October 2019, Prof. Dr. sc. Goran Ilik has been engaged as an expert on the ANETREC project, which focuses on academic cooperation and post-conflict reconciliation in the Western Balkans. He is a member of ISCOMET – Institute for Ethnic and Regional Studies (Maribor, Slovenia). Additionally, he completed a post-doctoral fellowship at the “Mediterranea” International Centre for Human Rights Research in Italy (2020–2021). In August 2021, Prof. Dr. sc. Ilik was appointed coordinator of the sub-thematic area “International Public Law” within the post-doctoral program “New Technologies and Law,” organized by the “Mediterranea” International Centre for Human Rights Research at the University Mediterranea of Reggio Calabria (Italy).
Furthermore, Prof. Dr. sc. Goran Ilik has contributed his expertise to numerous international projects, including Cross-Border Complex Floods and Forest Fires: Prevention and Management – SOLVE under the Interreg IPA CBC “Greece–North Macedonia” Program (2014–2023), GenSec – Developing a Joint Master's in Gender and Security (ERASMUS-EDU-2024-EMJM-DESIGN), Renewable Power-to-Heat in the Bitola Region supported by the European Climate Initiative of the German Federal Ministry for Economic Affairs and Climate Action (2024), and ENLARGE – European Network on Learning, Assessing, and Researching Governance in Enlargement (ERASMUS-JMO-2025-NETWORKS-HEI-EU). He has also participated in the project Renforcement et perspectives de la coopération scientifique dans les Balkans Occidentaux financed by the French Ministry of European and Foreign Affairs, in the ERASMUS+ Jean Monnet project ENLARGE, and in the COLOURS alliance project, where he serves as EDI Coordinator.
Additionally, he brings extensive experience from his involvement in international projects and those supported by the European Union.
