Abstract
In the starting points for applying for the tender CRP 2017 on the topic "Setting up a methodology for the inventory of business zones and entities of an innovative environment in the territory of Slovenia, the implementation of the field inventory and the establishment of an up-to-date record", it is written that Slovenia has no management strategy in the field of business zones and entities of an innovative environment, which would enable effective planning and management in this area. The proposed project team can successfully prepare a methodology for determining business zones and entities of an innovative environment in Slovenia. The methodological approach includes the definition of the concept and characteristics of the business zone, the definition of criteria for determining the functional importance and the spatial framework of business zones and the production of a uniform typology. The project team can successfully manage, analyze and evaluate existing data on business zones in Slovenia and establish a record of them on the basis of a new methodology. It can prepare starting point recommendations for directing development measures in the field of economic and spatial development for individual types of business zones by activity and size, which should contribute to more efficient coordination on national, regional and local levels. The project team has the capabilities to prepare application design for the capture, management and updating of business zones and entities of an innovative environment, and to identify the necessary steps for database creation, management and connection to other application solutions, such as, for example, e-space, at the same time can offer optimal system concept for the sustained maintenance of data. The project team proposes to implement the following fundamental objectives: 1. Creating a methodology for the determination of business zones and entities of the innovative environment in Slovenia on the basis of existing studies, research and other documents originating in Slovenia and abroad and based on their own knowledge and experience in the preparation of the Invest Slovenia website, which operates on the portal of SPIRIT - Public agency of Slovenia. 2. Creating a model of management and marketing of business zones and entities of the innovative environment and preparing the bases or recommendations for directing development measures in the field of economic and spatial development for individual types of business zones by activity and size, which should contribute to more efficient coordination of national, regional and local levels. 3. Proposal for a solution for the permanent monitoring and maintenance of the up-to-date state of business zones and entities of the innovative environment in Slovenia and the preparation of application design example for the capture, management and updating of zones and entities of an innovative environment. 4. Establish records of business zones and entities of an innovative environment on the basis of a test sample.
Significance for science
The greatest importance for the development of science in spatial disciplines is the promotion and development of scientific methods and tools for: determination of zones with different purposes in the space, directing development measures in the sphere of economic and spatial development, improving understanding of the processes of urbanization and spatial development, designing or reinforcing the starting points for the promotion and design of modern policies for spatial development, protection, regulation and management of the space at various levels, from international to local, participatory e-capture of attribute and vector data, displaying business zones in the GIS environment. For the development in field of urban planning, it is essential to create a methodology for unified treatment of different business zones, which are important for economic and spatial development, as well as measures and recommendations for managing these zones with the aim of marketing and extraction of value added land, thus enabling further development of the area in which lie in the zone. From the point of view of the collected data and their integration into application solutions, the role of participation of the interested public is important for the development in the field of urban planning, which can greatly contribute to the improved quality and relevance of the data. The application solution alone can help to set a standard in this field. Methodology, data and applications will have to be included in the eProstor project as an integral part of it. The data on business zones must become part of the OPSI portal (Open Data of Slovenia), which is developed by the Ministry of Public Administration. All data must comply with the operational instructions under the INSPIRE Directive, which is transposed into Slovene legal practice by the Spatial Information Infrastructure Act (ZIPI). This will be described in the methodological part of the project.
Significance for the country
The implementation of the project, which is primarily intended for the economy, is important for attracting domestic and especially foreign investments at the national, regional and local level in the Republic of Slovenia. Business zones are important for the economic development of areas and for increasing the number of jobs in the area. Properly positioned in the space, however, can reduce transport flows, contribute to improving the environment and optimizing production processes as far as they complement complementary technological processes in one place. Representatives of the Ministry of Economic Development and Technology and its agencies, the Ministry of the Environment and Spatial Planning, regional development agencies, potential investors and the local community will get an overview of the free capacity that can be marketed and the overview of the type of activity carried out by economic operators doing business in zones. All this will help guide economic development at the national, regional and local levels.
