Abstract
Qualitative and comprehensive data on the legal and physical characteristics of real properties are of key importance for the management of property assets. Institutions in Slovenia, such as ministries, which manage a large number of real properties, facing with challenges in managing real properties and with planning activities and investments on these properties due to limited access to information, that is crucial for making decisions. Many obstacles in making decisions regarding the management and use of the real properties of such institutions can be found in the fact, that the decision makers do not have available and the appropriate information system. With this challenge is faced also the project contractor, the Ministry of Justice of the Republic of Slovenia, which manages and uses for its activities plenty of real properties all over Slovenia.      The purpose of the project is to develop a conceptual model for the establishment of a multifunctional information system with a spatial database of real properties owned by the Republic of Slovenia and administered by the Ministry of Justice of the Republic of Slovenia (NEPIS-MP), which will ensure:    storing and maintaining of data on real property managed by the Ministry,    viewing the real property data – with a descriptive and spatial inquiry, information, which is essential for the management of real properties and for planning activities on these real properties and the connection of the system with all official spatial and real property databases.   Developed will be a conceptual design for NEPIS-MP, which should enable various spatial and statistical inquiries/reports, as well as the planning of further spatial needs and also planning investments in real property for the needs of the Ministry of Justice of the Republic of Slovenia.     The project includes the following important tasks:     examination of existing real property information solutions, which include the analysis of data and procedures available to the Ministry of Justice; examination of real property managed or rented of the Ministry of Justice on the basis of official real property deeds or other official data;    modelling procedures for the maintenance of real property data managed by the Ministry of Justice;    the development of a conceptual model of the real property information system, which will enable:    examination of the ownership of real property owned by the Republic of Slovenia under the administration of the Ministry of Justice in the land registry with a link to the documentation (deeds); an overview of data in the land cadastre and in the cadastre of buildings at the Surveying and Mapping Authority of the Republic of Slovenia (registers of the Surveying and Mapping Authority of the Republic of Slovenia); reviewing and updating the basic descriptive information, including the areas and use of real property, particular to support the management of real properties and represent transparency over liabilities arising from the ownership of real properties; various types of inquiry and reports, including the overview of use and occupancy of facilities (buildings and parts of buildings); archive data and documentation (deeds, reports, …) relevant to the management of real properties.    an example of the geospatial database for selected real properties to illustrate the data model and the functionality of the proposed real property information system.  The expanded objectives are to identify all those primary and secondary data sources that will enable to represent the proper use of these data in real property management processes. In the case of problematic or non-existent data sources, a proposal of measures to provide this information shall be prepared.       The main result of the task is, therefore, the conceptual model of the real property information system. Significance for science
The approach of the concept development of an information system where related official data on real properties managed by the Ministry of Justice (may also be interesting for other companies or businesses) allows further development in the field of real property information systems and asset management. The opportunities offered by information technology today tend to interlink various information systems online, but they are not fully utilized today. Such a concept will be considered in the modelling of procedures arising from the tasks of the ministry, in particular for the purpose of the conceptual model development of the real properties information system. The design of modelling will, therefore, be built with modern information tools that will graphically and attributively illustrate the integration of individual administrative tasks with the information system (Activity?diagram and?Class?Diagram and User?Case?Diagram). The planned approach has a significant potential in the international scientific arena.
Significance for the country
Real estate data for institutions such as the Ministry of Justice as well as for other organisations or companies that own or rent a number of real estate have a great value and importance as they provide the basis for many decisions on real estate use and asset management. This is also important in terms of performing the activities of an institution; various statutory regulations are further referred to the institutional obligations due to the real estate ownership/possession. It is therefore of huge importance that such institutions have suitable real estate data to contribute to asset management. Suitable asset management requires real-time access to real estate information when decisions are made regarding the use of their properties (premises), the maintenance of these, etc. The results of the project are therefore relevant and interesting for all public and private organizations that manage a larger number of real estates. The advantage of the proposed real estate information system is to integrate and supplement official records with additional (own) data. The solution allows various statistical analyzes and inquiries, which is important for the developmental and asset management of each institution.
