Abstract
Topic The topic of the proposed project is dedicated to the studying of the transfer of knowledge from emigrants and immigrants as a potential for country development. In the research we will establish how to increase the efficiency of the transfer of knowledge from immigrants and Slovenian emigrants and their descendants for comprehensive development of the country. We will analyse what types of knowledge are formed in foreign environment, during the experience of migration, what is the motivation of immigrants and emigrants to participate in development projects of the country and to connect the country of origin and the receiving country, identify obstacles for the transfer of knowledge and the most successful strategies that countries use in international context to encourage transfer of knowledge from immigrants and diasporas. The objective of the project is to form a model to discover and recognise the knowledge and skills acquired in foreign environments and to create a proposal on strategies of inclusion of emigrants and immigrants in the development of the country via the transfer of knowledge. Objectives To analyse: types of knowledge formed during migration experiences; causes and motifs for migration; motivation of immigrants and emigrants to participate in development projects of the country and to connect the country of origin and the receiving country; obstacles for the transfer of knowledge. To identify the most successful strategies of the countries that encourage the process of the transfer of knowledge from immigrants and emigrants and include them into their development projects, by analysing the data gathered via e-interviews with different representatives from institutions responsible for migrations, associations and diplomatic missions.  Formulation of a model to detect and recognise the knowledge of emigrants and immigrants and the preparation of concrete suggestions about the strategies on inclusion of emigrants and immigrants into the socio-economic development of the Republic of Slovenia via the transfer of knowledge. Creating a final report that will be published on the project website and sent to the Office for Slovenians Abroad. Research methods The research study will be a combination of quantitative and qualitative methods. In the beginning, a review of relevant research studies and literature related to the topic will be conducted. We will establish different causes for migration, types of knowledge formed during the migration, different strategies of knowledge transfer, cases of good practice and obstacles in knowledge transfer on a selected (larger) sample, using a web-based questionnaire. In addition to this, we will study the strategies of learning and forming knowledge during migrations on a selected (smaller) sample, using in-depth interviews. The interview as a data gathering technique allows a deeper understanding of life, change, and learning an individual does, and the building of knowledge, while at the same time allowing for an insight into social, economic, political and legal conditions in different life situations to which the migrant had to react. Following the analysis of the data acquired from both parts of research, a model will be formulated to discover and recognise knowledge of immigrants and emigrants. Through e-interviews with different representatives from institutions responsible for migrations, associations and diplomatic missions we will identify the most successful strategies of the countries that encourage the process of the transfer of knowledge from immigrants and emigrants. Based on the gathered data we will prepare of concrete suggestions on how to increase the efficiency of the transfer of knowledge from immigrants and Slovenian emigrants and their descendants to benefit the comprehensive development of the country. We will gather all these in a final report which we will publish on the project website and send it to the Office for Slovenians Abroad.
Significance for science
The key value of the project is setting up of the interdisciplinary theoretical framework (the theory of international migration, the theory of learning and knowledge in the context of migration and the theory of knowledge transfer) for knowledge transfer from diasporas to countries of origin / reception, and analysis of data obtained through in-depth interviews and online surveys. The research results will contribute to the understanding of contemporary migration processes, knowledge about adults’ integration into new social environment, learning and forming knowledge in the context of migration, as well as knowledge transfer from Diasporas to countries of origin, conditions and strategies that facilitate it. The results of the research will also contribute to illuminating the field of learning in everyday life and developing the andragogy of everyday life. The findings of the research will be crucial to improve migration policies and knowledge transfer management at different levels.
