Abstract
Cybersecurity is one of the key areas and focuses of the Slovenian, European and global space. The proposed research project will address training and education in the field of cybersecurity. It will produce a comprehensive way to tackle the deficiency of professionals in the cybersecurity field. The aim and objective of the proposed research project are to provide additional knowledge and skills or competences through education and/or training in the field of cybersecurity in a structured and comprehensive way. This will offer a systematic development of competences to tackle the complex challenges in the field of cybersecurity. A systematic approach is proposed, where firstly, an overview and analysis of the field of cybersecurity education will be made. In more detail, these activities will include an analysis of curriculum and training guidelines, a review of existing study and training programmes in Slovenia, and an overview of the digital competences needed by cybersecurity professionals. A comprehensive proposal for advanced higher education curricula as well as a training curriculum, taking into account the latest technological developments, will be made through consultation with ICT and cybersecurity experts. The consultation will be based on a questionnaire for ICT professionals in companies and institutions and its analysis. The first contribution of the proposed research project will offer an approach to address the challenge by providing national decision-makers with a draft of advanced, detailed and comprehensive higher education study programmes, by defining lists of potential learning units for two higher education study programmes and serving as a basis for accreditation at an appropriate higher education institution. The two programmes will also define all the necessary conditions for immediate quality implementation. Another contribution will be a comprehensive training programme, including a list of potential seminars and workshops, and will provide a framework for a quality approach to offering non-formal education in the field of cybersecurity. The programme can serve as a basis for offering training or as a basis for guiding employees towards appropriate education/training. The training catalogue can also serve as a basis for governmental authorities to carry out various checks on the relevance of existing and new training programmes or seminars and workshops. The final results of the proposed research project will provide a comprehensive roadmap for both formal forms of education and informal forms of training, taking into account the needs of Slovenia and the latest technological developments. Incorporating the latest findings from research, development and innovation in the field of cybersecurity will ensure high-quality educational content and, consequently, highly qualified staff. The comprehensive plan will, on the one hand, provide guidelines for the selection of appropriate training in the field of cybersecurity and also enable the systematic development of competences and the continuous adaptation and updating of educational content to technological developments. Potential consumers or stakeholders from the economy and the public sector, as users of the knowledge and the results of the project, can use the programme as a guide for the further development of cybersecurity strategies, plans and activities.
