Abstract
A quality school cannot be built without good and efficient teachers. Thus it is impossible to avoid the process of teachers' professionalisation and development in all areas of their obligations, work and roles. Quality and efficiency are principally manifested in the areas of planning, leading and evaluation instruction, and secondly in the performance of other functions: working as a class teacher, cooperating with parents, colleagues and the school advisory board on personal and professional levels. This represents the basis of the presented project. The aim is to find new models for encouraging the quality of a teacher's work in the process of professional development. This does not imply merely the development of skills for a successful execution of the teacher's duties, the accumulation of knowledge and experience, but also individual growth, meaning that the teacher is becoming a reflective practitioner. The research aims to overcome the existing paradigms of teachers' educaton in order to gain deeper insight into the problems. Both qualitative and quantitative methods of pedagogical research will be included. It will not only survey the present status, but also search for new possibilities and form new models based on action research and inclusion of teachers practitioners.The basic goals of the research project are as follows:- to define the basic characteristics, principles, conditions, possibilities and main obstacles in the process of professional development of teachers,- to overcome one-sided conceptions in the starting points of the programes for teachers' education and in the programs for constant professional improvement in elementary and high schools with the formulation of a program, which would represent all the starting points and special features on equal terms,- to form and test new models for encouraging quality and efficiency of a teacher's work, going beyond the mere technical performance, - to improve the instruments for measuring and improving the quality of a teacher's work.
