Abstract
The main aim of the proposed project is to carry out precision measurements of the parameters of the Standard model as can be extracted from rare decays of neutral D and B mesons, by using the Belle spectrometer. An upgrade of the spectrometer will involve improvements in the silicon microstrip vertex detector and its use in evalution of the recorded data, as well as a new parrticle identification system, a novel type of a ring imaging Cherenkov counter.
