Abstract
Slovenia has been introducing her new institutional framework for a decade. It works, if people use institutions to realise its essential intention, the transition of Slovenian society/economy from a non-market to a market/innovative one. Modernisation of institutional framework works as an innovation (benefitially used novelty), after human attributes have been modernised, expressed as values and knowledge (VK). VK and therefore management -organisation relations prevailing in Slovenia now ("Vrednosti - vrednote", 2003; Potočan, 2003; Mulej et al, 2002; Pivka et al, 2001; 24 PODIM, 2003), make it hard for Slovenia to become innovative society in time and have innovative enterprises prevail instead of serving extra profits to the more innovative ones. More innovative enterprises is also a goal of EU (EU, 2000, 6). GEM (Rebernik idr., 2003; Reynolds, 2003) pictures a situation reasons for which must be discovered for Slovenia to become more capable of competing in EU and globally and have a modern quality of life. Innovative enterprises / entrepreneurs must soon be many more than now when the number of entrepreneurs, defined on legal terms has already grown a lot and stagnates. Inventors, innovators and entrepreneurs are not only persons born to be so. Nature and education have a synergetic influence along with circumstances in which the innovative entreprenership is a precondition of existence. Transition is a way from conditions with no need for innovation to conditions requiring innovation urgently, but too poorly reflected in VK in Slovenia. The institutional framework removes obstacles for those who decide on their own to try with invention-innovation processes and (innovative or routine only) entrepreneurship (or combination of them), only. For countries latecomers of the transition from a routinised to an innovation-intense society such a institutional framework is not enough. They need acceleration by innovating VK and thus strengthening innovativeness and entrepreneurship of owners, managers and staff of enterprises and other organisations as well. Thus, this project researches a dialectical system of managerial measures strengthening modern VK supportive of innovative business in innovative enterprises, which Slovenia needs badly.
