Abstract
The main aim of the research is to develop a model of indicators and corresponding methodology, which will proved the framework for the measurement and evaluation of development of e-government in Slovenia and enable us to do comparative analysis and benchmarking with other countries. EU gave first initiative for research and development in this field and this resulted in an initial model of indicators, which served for the first survey made in the year 2001. This first experience showed that a lot of further work would be needed in order to get reliable and objective model of indicators for the purpose. First of all we will analyse and compare all models developed and used so far and on the basis of our own experience in the filed try to develop an extended model of indicators and corresponding methodology for evaluation, with which we will be in a position to analyse and evaluate all three types of public service, information, communication and transaction service. On the basis of the model and methodology we will develop corresponding application package for creation and update of the relevant indicators database. We will carry out two surveys using concrete data from Slovenia in order to test the model and the evaluation methodology. On the basis of the first survey we will make the necessary changes and additions and then test it for the second time on the real data. Since the whole area is still very young there has been very little research finished so far. Therefore we will base our own work and development of the model mainly on the results of the numerous pilot projects and studies available.
