Abstract
Position of Slovenia in science of European Union becomes more important these years: EU spreads toward East, and Ljubljana became nearly central point (geographicaly) of the Union. This is the reason of making the pilot project in the country, not being the biggest in economy, not very influenced in politics, it is not biggest in geographical meaning, and it is not the strongest in power. But it could be vigorous, conciderated and with more influence in science and in culture. This is the aim of the project. Vernacular architecture is not work of scholars, learned people, but is result of modest, unlearned people, who succeded to compose the heritage with their own experience. Besides the program of the project, contents and teoretical frame of establishing there are important: interdisciplinarity, which assure higher level of science, and in composing architecture as technical science with elements of culture and heritage, it determines national typics and its development. Multinationality in the project is understood as non-recognition of political borders. All experts, meanings, data or nations are welcome. The aim of the project is establishing of centre, merging experts, organisations, information, which is coordinating the work, helps in organising survey and research, congresses, workshops, which is editing and publishing scientistic bibliography, which influences new ways in sciences, raising the level of culture as well as in science itself. Pilot project is conceived as case study on Slovenia, which enables wider work on limited space, which could be more recognisible, more clear and perfect. Centre of Vernacular Architecture is placed into Ljubljana, the most geographically attainable for the members of EU, with local offices at the member states, as well as in Brussels. The work of the centre - in the first three years - would be concentrated on organisation of the centre itself, on Planotheque, on atlas and on dictionary of vernacular architeture. Planotheque is archive of plans. Existent planotheque on the Faculty of Architecture in Ljubljana has to be digitalised, and to be spread with interactivity for better attainability. Atlas of vernacular architecture of Slovenia is planned as print version as well as digitalised on several media: CDRom and on Net. Especially as digitalisation and interactivity, it could be a step forward in attainability and in practical use, for laics and for experts. Dictionary as print and digital version has the same aims as the atlas, its most important element is interactivity (special in graphic part), which achieves its effective use. The aim of the project is to promote the physical smallness of Slovenia as precedence: the pilot projects can achieve more goals in shorter time. Slovenia, as well as the science itself, could achieve the new ways to promote sciences on higher level, and could offer verified scientific projects to EU - for immediate use.
Significance for science
The heritage is basic of every culture, but it is not visible everywhere. The scientific work is such unevitable: it reveils historical background, makes its valorization and composes the logical elements together. Such is culture the element of scientific work. Importance of the project ARRS, for the scientific development, is in its organized sistem collecting and scientific evaluation in the system of databases in the newest reachable technologies, in graphical presentation of relevant data, by the several professions,c oncerning architecture. This work has to be reachable, in multiprofessionalism. The system offers new data, but also new problems, concerning the new technologies (computerization, not so often in use in culture). The most important element of use is sofisticated collecting of evaluated data, which opens new problems, with new possibilities, new use of the results. This is meant technically. Practically it is matter of individuals, of individual professions and work between them. Here is the technique and technology unevitable.
Significance for the country
Vernacular architecture still lives in Slovenia - on contrary of some other European countries, which use these objects as museum exponats. Living architecture is much more important than element in the museum. This is the main purpose for preserving it. Culture of Slovenia as well as culture of Slovene nation (in Slovenia and outside, where minotity lives), are by economic political system characterized as unusable, inferior, because of its small number of artefaxes. The living architecture (architecture in use) is in Slovenia advantage, and it has to be used as its attribute. This can be done by the system of reveiling, knowing, understanding, analyzing, documenting, evaluating, and architecture is perfect for this purpose. But: thsi is only the system and it can be use for other branches of science: literature, music, painting and skulpturing, culture of move, language, education etc etc).
