Multifunctional forest management-evaluation of policy and silvicultural means for mountainous regions

Abstract
Management priorities in mountainous forests changed drastically during the last decade, as the importance of timber production decreased continuously whereas other functions partially new ones - became dominant. But, as many silvicultural measures do not cover their costs many forest owners give up management of their forests or prolong necessary treatments. As a consequence alpine countries are faced with the problem of how to ensure adequate management of mountain forests necessary to maintain their protective effects for settlement, infrastructures, and landscape. In the recent decade countries have developed their own policy measures to cope with these challenges. However, existing silvicultural and policy instruments are not well adapted to the new situation. Therefore, all existing concepts have to be evaluated before the background of these socio-economic changes as well as of progress in technology. The objective of the Concerted Action proposed is to assess existing national policy programmes and silvicultural techniques in six countries with regard to conception, practice, effectiveness and efficiency. Existing EU programmes will be assessed in the context of national experiences and needs.%L%LCore of the Concerted Action are three workshops each focussing on two participating countries, where national silvicultural and policy means will be analysed regarding: 1. Silvicultural management - Techniques applied or tested - Ecological/socioeconomic/technical contraints and requirements - Indicators for need/or mission of intervention - Key-criteria to evaluate success and efficiency of measures applied 2. National forest policy measures - Analysis of the policy process (background, objectives, etc.) - Link with other (e.g. EU) programmes - Organization, control of outcomes At the field demonstrations representatives of relevant interest groups will present their standpoints and experiences. These political actors bring in the public demands in mountain forests as well as practical experiences with existing measures and ideas for new instruments. The results of the CA shall contribute to the improvement of existing silvicultural and policy means as well as the implementation of new ones on national and EU level.
