Abstract
The societal needs that are specifically targeted here are to support EU policy on sustainable development, waste management and energy efficiency in road construction. The primary means is by encouraging a greater use of recycled components in pavement materials and by explicit consideration of environmental performance in the design. Attention is also paid to the situation within CE countries for which the RETRA-EST programme has identified environmental considerations in recycling and use of alternative materials as a first priority for co-operative actions. The second key objective is to prepare for the harmonisation of European approaches of material specification within the next generation of CEN standards. This will involve moving from a recipe approach to a more general performance-based approach of the in-place products.
