European demography : lecture as part of the doctoral course GEY 7649 Population aging. The cooperation with USF is continuing. I had the last lectures on February, 2019. This week is coming Prof. Dobbs, in September also the president of US Gerontological society Kathy Hyer to develop the university program on organization and management of community care and care programs for older workers.

COBISS.SI-ID: 38820357In Slovenia, most of the elderly are the owners of housing units in which they reside, as a result of the privatization of the housing stock. Considering that there are many of them who can not afford a decent old-age life due to low pensions, it makes sense to think about introducing instruments for equity release from their real estate (ERS) at least when they become dependent on help of others. This is why we upgraded the ERS model by introducing long-term care insurance. Novelty is a table of multiple decrements, the parameters of which were evaluated on the basis of data from the ZZZS. Projections are made on the basis of the data of the Health Insurance Institute for 2013, 2014, 2015 and 2016 on the number of elderly people by age, sex and the category of nursing care, data obtained from the SSZS on the number of beds and the number of active applications in September 2017, and the IRSSV report - on December 31, 2016, Simulation of the Equity Release was carried out. In doing so, the cash flow is adapted to the needs for care, based on the functional capacities of the elderly. We just made minor corrections for the final publication of the extended version of the article in the international journal indexed in WoS (A '): FACILITIES. Some of the results are summarized in the book: PLANNING LONG-TERM SUPPLY IN THE HOME AND IN THE INSTITUTIONAL ENVIRONMENT ON THE BASIS OF THE MULTIPLE DECREMENT MODEL [COBISS.SI-ID 292833280], and the theoretical upgrade is published in Journal of decision systems [COBISS.SI-ID 39475461].
F.17 Transfer of existing technologies, know-how, methods and procedures into practice
COBISS.SI-ID: 2048442626The article is based on our experience in working with the elderly and a survey conducted regarding what type of care and what kind of living conditions do the current and future care-receivers wish, after having significantly declined their functional capacities. Based on the research, we have found that the wishes of older residents included in the municipal home-care programs are in great contradiction with the EUROBAROMETRA report, which states that the elderly in all EU countries prefer long-term care at home. The correct answer to this question is very important for development of health and social infrastructure for Slovenia and all EU Member States. Since, based on EUROBAROMETER research, EU Commissions is giving directions regarding the development of community care and de-institutionalization of long-term care. We have found that the wishes of these elders are in great contradiction with the claims of EUROBAROMETER. It is not true that most elderly people want to be at home when they reach a state when they can no longer take care of themselves. When approaching or already reaching such a state of declined functional capacity, they want different care, either in communities or in sheltered homes, in the worst case scenario and very rarely in institutional care in the home of the elderly. A proposal for financing a social infrastructure on the basis of community self-contribution and using the European Investment Bank's resources for the development of social infrastructure is presented. For the management of risks at the municipal level, an appropriate model has been created. On the bases of the presented model several (more than 10%) Slovenian municipalities (LAS) have signed the contract with Institute INRISK for development of project for smart retirement villages based exactly on the proposed model. I am leading this research and implementation activities now.
F.11 Development of a new service
COBISS.SI-ID: 39419653As a Slovenian delegate in the European Actuarial Association, I discussed the adequacy of the income of elderly and the search for new ways for a better life of the older Europeans at many meetings of the association. From the autumn of 2018 I have also been appointed Head of the Mortality Task Force of the European Actuarial Association. Within this association we work with the European Commission, EUROSTAT and the OECD in consultancies, the preparation of discussion materials and advises in the field of demographic analysis and actuarial valuations. The results have been presented personally also to the Slovenian OECD reporter's and to the Statistical Office of RS.

COBISS.SI-ID: 38860549Discussion paper (87 pages) authors: chair persons of AAE TFs: Chris Daykin (Lead author, Social Security Sub Committee – SS) Costas Stavrakis (Cyprus, SSSC - Task Force Projection & methodology) DaviD Bogataj (Slovenia, SSSC - TF Mortality Chairperson) Ismo Risku (Finland, SSSC - TF Adequacy Jeroen van Den Bosch (the Netherlands) John Woodall (UK, TF Adequacy) Maria Economou (Greece, SSSC Chairperson) Marianna Papamichail (Greece, SSSC - TF Adequacy) Peter Gatenby (UK, SSSC ) Raffaello Marcelloni (italy, TF Adequacy ) Tibor Párniczky (Hungary, SSSC - TF Adequacy Chairperson) This document from the Actuarial Association of Europe (AAE) responds to the recent publication by the EU Commission of The Ageing Report 2018 (AR18) and the Pension Adequacy Report 2018 (PAR18). We also respond to the publication for the first time of disclosures in the supplementary Table 29 of the national accounts of the pension entitlements of households or pension obligations of contributory social security pension schemes. In this research we summarize the findings of both the EU Ageing report and the EU Adequacy report. This means a simple introduction to both long reports. We have included comments and suggestions on how the work can be further improved and developed. The AAE wants to contribute to the discussion by striving for the best possible information and interpretation of that information and to help policymakers and society in general to come to sensible conclusions about what they need to do now to create a bright future for the next generations. The exact future is uncertain but the trend is fairly certain. Possible future scenarios must be examined in a scientifically sound way. This is the field of actuaries. We can help determine the appropriate methodology to assess the future. The AAE is ready to work with the European Commission, the European Parliament and other stakeholders to assist in further developing the necessary conditions for a sustainable European pension environment. The paper is also communicating with EUROSTAT and OECD and Slovenian reporting persons to OECD and from Statistical Office of RS, also to European Central Bank and EIOPA (uradu za nadzor nad zvarovalnicami in pokojninskimi skladi).
