The book is a basic starting point for understanding the possibilities and opportunities for the digital transformation of Slovenia. It is intended for a constructive dialogue between experts, businessmen, politicians, civil society and all other stakeholders who can influence our way into the digital future. Digitital transformation requires radical changes, not just a gradual transformation of existing patterns of behavior and adaptation of business models. The authors present the basic strategic, technological and methodological development concepts and scenarios of digital transformation in the book. Such a complex transformation will only deal with the understanding and recognition of new business opportunities and technological possibilities of digitial transformation.

COBISS.SI-ID: 296930560International workshop aiming to highlight and discuss the approaches, methods and the key success factors in design, implementation and evaluation of public policies. The workshop served also as an international forum to discuss and evaluate empirical results of the national research project Development of the model for monitoring and evaluation of development programmes and projects in public sector (the ATENA project, co-financed by the Slovene Research Agency, see http://atena-kronos.si/en/). This project is based on the presumption that the institutional and administrative aspects of the public policies, programmes, and projects (PPPP) implementation are one of the weakest points of the operation of Slovene government and public administration, and similarly in the region. We believe that we need more interdisciplinary and systematic solutions that would allow decision makers approach that is (more) integrated in realisation of all phases of PPPP life cycle.

COBISS.SI-ID: 5184942Access to information is guaranteed in Slovenia by the Freedom of Information Act adopted in 2003, which determines a broad scope of public information, the entities that are bound by law to disclose public information, including publicly owned companies, and ensures the right to information to any interested applicant. Furthermore, the reuse of information and proactive measures are regulated and implemented by the coordinating body, that is, the Ministry of Public Administration. The proceedings are conducted in compliance with the Administrative Procedure Act. The article addresses the respective provisions implemented in the practice of public bodies, the appeal procedures of the Information Commissioner, and the case law in Slovenia. Finally, an overall assessment is given based on normative analysis, a comparative review, statistical data, case studies, and in-depth interviews. The results reveal a rather high level of transparency; however, there is still an implementation gap.
B.03 Paper at an international scientific conference
COBISS.SI-ID: 5219502Public policies, programs and projects (PPPP) are usually financed or at least co-financed by public finance. Decision about financing depends on influence of the particular PPPP to the public, on availability of budget resources and other elements of fiscal policy. In the chapter we presented different possible ways of financing PPPP that are recognized in other research or theory. The chapter includes also data about public expenditure according to different programs and comparison with EU average according to COFOG classification. Other ways of financing PPPP in Slovenia are presented. at the end of the chapter together with summarized conclusions from survey among experts in different fields of public sector about the importance of financial framework for conducting PPPP.

COBISS.SI-ID: 5228206A part of the public policy-making and implementation process inevitably relates to regulatory aspects. These are topical both (1) at the methodological-procedural level of rule-making, i.e. in the harmonisation, adoption and re-regulation of the regulations and rules, and (2) in their substantive orientation, i.e. by the area covered by the rule. In this context, this study examines the developmental role of the rules considering the presented assumptions, such as the need for legal regulation, systematic nature of the rule, transparency and participation in the regulatory process, etc. In addition to the study of theoretical frameworks and meta-regulation, interviews have been carried out with 22 public policy-makers or field experts at the level of instrumental public governance. The initially set hypotheses that, under certain conditions, rules can even act as drivers of development and that Slovenia unfortunately presents a gap between potential and even already prescribed standards and reality, are here confirmed. We end with recommendations for future better regulation, based on the results and comparison of the abovementioned analyses, particularly through redefinition of the existing metaregulation and understanding the significance of strategic orientation and coordinated key sector-specific laws.
