The publication presents the results of an integrated evaluation covering both, measures falling under the domain of the EU Common Agricultural Policy, and nationally funded measures. The authors find that the current policy does not show a sufficient correlation between needs, objectives and measures. In support of strategic planning after 2020, therefore, they propose concrete solutions in order to more systematically and comprehensively implement the strategic goals set by Slovenia in the field of agriculture and rural development.

More environmentally sensitive management of farmland and forestry is needed in Europe in response to increasing public demand and to meet the requirements of EU legislation for example on biodiversity. A step change in approach is required: the opportunity could be provided by the current debate on adopting a more performance focussed model of the Common Agricultural Policy. Current policy mechanisms, including regulation and a range of incentives to individual farmers, meet part of the need but are not sufficient. Links between flexible and extended forms of policy support, including for new initiatives, multi-stakeholder partnerships and projects and for facilitators, will be needed.

The objective of this study was to determine whether and to what extent Common Agricultural Policy (CAP) measures actually succeed in preserving the diversity of agricultural landscapes. This paper assesses the effects of agricultural policy on changes in the diversity of agricultural landscapes in Slovenia. Diversity is measured by the Shannon index and the Simpson index, while the impacts were estimated using a spatial lag model.
