The article describes how to account for emissions in forests in the period 2021-2030 under the provisions of the recently adopted EU Land Use, Land Use Change and Forestry (LULUCF) Regulation, which implements part of the EU's commitments under Paris Agreement. The forest reference level, included in the national forestry accounting plan and the specifics of Slovenia in determining its value are explained in more detail. Climate change, natural disturbances, the forest reference level and the unbalanced diameter structure of forests threaten the long-term supply of a sink in the forest. In the next decade, Slovenian forestry will face challenges in achieving climate goals, so it must integrate relevant measures into its strategic documents and allocate funds for their implementation, as well as investments in research and development.

COBISS.SI-ID: 5396646The National Forestry Accounting Plan for Slovenia establishes the forest reference level, which is the basis for accounting of emissions from managed forest land. The plan describes the criteria and guidelines considered in setting the reference value, including a description of the elements in accordance with the provisions of the current EU Regulation. More detail is given on carbon pools and greenhouse gases that are included in the reference level and the modeling using a national methodological approach and best available data is explained in detail. This includes a general description of the methodology, documentation of data sources such as stratification of managed forest land and sustainable forest management practices, and a detailed description of the modeling framework used to determine the reference level. The reference level for the period 2021-2025 includes calculated values for above-ground biomass, below-ground biomass, dead wood, harvested wood products, and wildfire. In addition, the plan includes a description of the harvesting rates until 2050 according to different policy scenarios.
