In this article we outlined the foundations of development of a new standardized formal computer language for record of multilingual texts, which is understandable so to a computer, as also to a person. We presented principles, methods, phases of development and final aims of researches. The article allowed us to introduce to the wider professional public the main point of idea and helped us to come into contacts with specialists from other fields, cooperation with them contributes to successful and quicker idea implementation.

The paper presents a design of a modular interpreter architecture whose characteristic is the ability of being layered into several levels of abstraction. A level of abstraction refers to the degree of abstractness of language structures that enter a certain module as data and on which transformations are performed. The use of this concept reduces the cost of development for enabling some of the modules to be reused when developing the interpreters of related languages.

The paper presents an idea of using a formal computer language called e-speranto for publishing multilingual dcuments on the World Wide Web, as a response to language devide, which devides Internet users to these which understand English and these who do not. Using e-speranto each user will be able to read the documents published in e-speranto in his/her own language if the interpreter for tis language is developed. The main advantage of the proposed approach is, taht only one interpreter needs to be developed for each language.
