Sustainable development requires the balance between the economic, social and environmental objectives. It is of key importance that the public also participates in the broadest sense. For the comprehension of ecological and developmental decisions it is necessary to provide information and to raise the general environmental awareness. People base their reactions to negative phenomena in the environment on their perception, which does not always correspond to the objective state but is modified by different factors, also by the access to information and by the participation of the public.

Recognition of protected areas and their valuables well as the appropriate definition of values in these areas importantly contribute to sustainable regional development. From the development point of view the protected areas incorporate environmental, cultural, social and human potentials which, according to the protection mode, have certain direct and/or indirect applied value as well as the value of “unused”. Protected areas should be understood not only as areas of protection but also as areas of great and in Slovenia not yet recognized and poorly used potentials.

Northeast Slovenia is a part of large frontier: a territory with changing political borders and turbulent social circumstances. This led to periferization of area between river Raba and Mura. The most vulnerable part is a part of Porabje in Hungary, settled by Slovenian community. But new developmental opportunities are possible , based on revitalization of social resources and new interregional paretnership.

The concept of social capital, although quite unclear, nondefined and heavily measureable has become very popular amongst researchers and in policy as well.
