The monograph is a result of an international conference Dilemmas in contemporary landscape architecture, which took place in Ljubljana and hosted most prominent landscape architects on international level. The invited speakers in the first part (Bruun, Steinitz, Bruns, Marušič) presented their views regarding meaning and role of landscape / environmental planning within landscape architecture. The paper deals with two types of response to landscape transformation processes: traditional top-down and bottom-up approach. The latter is considered as an alternative to ineffectiveness of the top down approach as revealed by an analysis of European and Alpine national policies. The results of two research projects revealed the major success factors of the bottom-up approach: attitudes of local people, their governance capacity, socio-economic circumstances and development of local decision mechanisms.

The role of the vulnerability study is early warning against environmental impacts of proposed development. This contribution presents an innovative, ex-post application of this tool in the case of spatial plan for Canton Sarajevo (Bosnia and Herzegovina), where the transition related intensive development pressures and political-administrative difficulties hinder the consideration of environmental objectives. The results have shown that around a quarter of planned development may cause excessive environmental impacts. The study will serve as a model for plans of other entities in BiH.

Design of housing areas and their accompanied green spaces changed in last forty years in Slovenia. A change of political order inevitably influenced practice on spatial planning. Some reasonable requirements written in normative and standards applied by socialistic planning system resulted in quality green housing areas in past. A return to market driven economy caused many negative changes and poorer quality of new housing areas. Paper confronts advantages and disadvantages of both, planning approaches and shows examples of Ljubljana neighborhoods.
