Cooperation between forest owners and joint forest management

The content of the traditional symposium »Forest study days« was determined by its title, which is contemporary evaluated as very important by Slovenian foresters. The actuality was also shown through the initiative which was given by the Slovenia Forest Service – the principal professional forestry institution of Slovenia. The participant at the 20th symposium, which is traditionally held at Forestry Department, came from different domestic institutions. The guest lecture was given by the representative from the neighbouring Private Forest Owner Association of Styria. The program included sixteen papers with oral presentations which were contributed by 30 authors. The symposia proceedings were published. They are also available on the web page (http://web.bf.uni-lj.si/go/gsd2012/). The conclusions and participants’ opinions were elaborated through presented papers and final discussion and are published in Slovenian professional Journal of Forestry.

Trees and Shrubs of the Adriatic

A monograph Trees and Shrubs of the Adriatic deals with woody plants of the eastern Adriatic coast in the entire area from northern Italy through Slovenia and Croatia to Montenegro and Albania. In the book 126 tree and shrub species are introduced with extended monographs and over 200 additional species are introduced in shorter descriptions in some chapters. Each species is introduced into details, each individual monograph contains following chapters: general introduction, description, ecology, general distribution, distribution in the Adriatic region, use and curiosities and similar species. Special attention is paid upon the distribution of a species in general and in the Adriatic region in particular. Special attention is also paid on photographs which represent species morphological details as well as specimens on their typical or recognisable sites along the entire area. This monograph is the first work representing the complete dendroflora of the region and will act as a reference and cohesive work. Beside basic text, this will be also enabled through large number of photographs as well as through plant names in several languages: Slovene, Croatian, English, German, Italian and Albanian.

Consultation meeting on developmental problems and organization of forestry in Slovenia

The Department of Forestry and Renewable Forest Resources, Biotechnical Faculty, University of Ljubljana organized a consultation meeting on development problems and organization of forestry in Slovenia (11. 6. 2012). At the meeting, estimations and analyses of the following subjects were provided: strengths and weaknesses of the existing organization of forestry, forest management, conditions and expected trends within the timber market, and comparisons with the organization of forestry in other European countries. In addition, models of a new organization of forestry in Slovenia were suggested, with emphasis on reorganization of the public forestry service and the public forest management. By means of a public discussion, estimations of changes to legislation were provided by the participants specializing in the fields of forestry, wood technology, and management with natural resources within a natural environment. A working group composed of members of the programme group presented a development proposition for the organization of forestry, which would link the tasks of the public forestry service and the profitable tasks within a uniform organization responsible for management of all the forests in Slovenia with respect to specifics of individual ownership groups. With the first consultation meeting held in 2012, we opened the door to public discussions, proposed a new organization of forestry, and encouraged other interest groups to take part in a public presentation of development models for forestry as well as give suggestions for possible legislative changes addressing the related issues.

First record of alien pest Ophiomyia kwansonis (Diptera: Agromyzidae) in Europe and its phytosanitary significance

The daylily leafminer Ophiomyia kwansonis Sasakawa, 1961 (Diptera: Agromyzidae) was found in autumn 2011 at 4 localities in Ljubljana (2 private gardens, a public park Tivoli and a Botanical garden of University of Ljubljana). In 2012 it was found in the next four new locations: two in Ljubljana (Rimska road and Koseze), in the village Veliko Trebeljevo and near the village Šmihel in the vicinity of Pivka. The adults were found on the daylilly plantations from the end of May till August, when our observation ceased. This is the first report of O. kwansonis in Slovenia and in Europe as a pest of Hemerocalis spp. Its larvae bore longitudinal, whitish, meandering tunnels in the leaves of Hemerocallis plants (ophionoms), weakening them and reducing their ornamental value. Natural distribution of the species is Japan and Taiwan and in 2006 it was noticed in the United States of America where it is still spreading. The fly was not determined until 2011 and thus no legislative measures to prevent its spread were put in place. According to the observations from the United States of America O. kwansonis is an invasive pest that causes economic damage in different species and ornamental varieties of Hemerocallis. Our preliminary and unsysmatic observations show, that in Slovenia, due to the air distance spread of more than 60 km, the suppression of O. kwansonis is not possible any more. Pest status in Slovenia: Transien, non-actionable (Pest Report Ophiomyia kwansonis, 2012).

Incorporating the judgment of a single stakeholder into one common interval matrix – a case of a sustainable regional development

When generating strategic as well as operational goals for managing a forest area there exists a decision making problem in which the decisions are assessed by several stakeholders. In the frame of Analytic Hierarchy Process (AHP) we dealt with the problem how to incorporate the judgment of a single stakeholder into one common value, so that this common value is logical and that the single stakeholder/decision maker concurs with it. We proposed a new method for aggregating the individual estimations into a group interval judgment. We also considered the possibility that the judgments of single stakeholders are of the same importance or they have different weights. The method was applied to the problem of assessing the SWOT (strengths, weaknesses, opportunities and strengths) factors which influence the sustainable development of Pohorje region.
