Conquered by Serbia in 1912 Kosovo became a controversial international problem only in 1997. Unique in some respects Kosovo’s case is similar to political conflicts within many multinational states. De facto separated from Serbia in 1999 Kosovo became in 2008 an example of successful “remedial secession”, arguably concluding Yugoslavia’s dissolution into seven independent states. Kosovo’s declaration of independence divided however the international community. The ICJ’s advisory opinion although favorable to Kosovo’s cause did not legalize all secessions.

The article analyses policies, approaches and strategies of conflict prevention of the European Union and the Organisation for Security and Cooperation in Europe. The analysis has shown that: 1) the target areas of the EU and the OSCE with regard to conflict prevention are mainly the same; 2) it is not only the lack of political will for active conflict prevention that is the main obstacle to averting conflicts, but also the lack of co-ordination to use comparative advantages of both organizations.

The comparison of national security systems and contemporary threats reveals that the former are still quite traditional in terms of their structure and organization and conventional in terms of their functioning. However, some changes are taking place in various contries and they attempt to connect the existing national security system elements into a crisis management functional model. The contribution brings an analysis and comparison of several reform initiatives.

Peace building efforts include also small countries. The issue poses the question whether the efforts of such countries, with limited political, economic and human resources, can be efficient. Based on analyzed documents and conducted interviews the efficiency of Slovenian system of public, private, non governmental, etc. subjects, their coordination and goal-orientation in the implementation of the peace building process have been observed.

Complex peace operations, as opposed to traditional ones, require a multinational structure and cooperation with several military and non-military subjects. Trying to be effective, doing the job as well as possible and surviving the situation of living in a limited area with formal and informal interaction with a small number of people takes well-defined rules and procedures as well as the awareness of the importance of integrating mechanisms. Case study of UNIFIL was accomplished.
