The paper presents the developing of an optimal model for management of higher education institutions which would meet the key challenges of higher education: achieve internationally comparable standards of quality of education and research with optimal use of resources. The model has been defined as a mix of 3 processes: resource management, management of education and management of human resources and research. Research findings show that there is no universal model and that management should be adapted to the characteristics of each higher education institution and system.
