The scietific monograph represents a comprehensive exploration of the organisation and preparations for the operations of the internal affairs bodies in the field of defence activities of the Republic of Slovenia in 1990. For the period of four months in the framework of the clandestine Home Guard Manoeuvring Structure, defence in case of an intervention was prepared in the context of the legal options. The Ministers for People's Defence and Internal Affairs included certain members of the Territorial Defence as well as members of the MilitiaUnits into this organisation.

The militia represented a key security factor in the years from 1989 to 1991, starting with the Rally of Truth on 1 December 1989, when it prevented the pro Serbian gathering. Subsequently the Slovenian politics, striving to organise the Slovenian defence forces, also relied on the structure of the militia, which was a highly organised and professionally trained security body. Therefore its internal structure served as the foundation for the further development of the Slovenian defence system ever since the weapons were confiscated from the Territorial Defence. In the second half of 1990 the militia played the major role in the formation of the clandestine Home Guard Manoeuvring Structure and in the organisation of the National Defence units, included into the Slovenian Territorial Defence in October 1990. The militia's main activities included the organisation of secret repositories, transport, distribution and control of the weapons, and protecting the registers of military recruits. Even after October 1990 and until as late as 1991 the militia activities proceeded normally, and it undoubtedly left a profound mark on the Independence War in the end of June and beginning of July 1991. Together with the Territorial Defence it stood up to the Yugoslav People's Army and surprised it considerably with its flawless organisation.

In spite of relatively short period of existence, the Home Guard Manoeuvring Structures (HGMS) presents very complex topics demanding multidisciplinary and multilevel approach. Firstly, from aiming and functionality points of view, their origins goes back to (self)defence activities, following Yugoslav People’s Army attempt for disarming Slovenian Territorial Defence in May 1990. Secondly, although National protection was an existing but antiquated institution, (unique to Slovenia), intended to enable the republic to form an ad hoc defence structure, akin to a Home Guard, it was a cover for secret alternative command structure and a way how new elected republic leadership tried to control Teritorial Defence which was formally a part of joint Yugoslav armed forces. And thirdly, HGSM presents conceptualisation of unique Slovenian defence forces, composed military (Territorial defence) and militia/police units. The article presents all hazards analysis from strategic concept till tactical realisation, combining history, politology, sociology and security theories.

The article demonstrates why and how the state authorities of the Republic of Slovenia included the members of the internal affairs bodies into the formation of the clandestine defence forces in the summer of 1990. After the confiscation of weapons from the Territorial Defence in May 1990, the Militia remained the most functional armed force under the republican jurisdiction, and it was also envisioned for military police operations. Therefore the Militia was integrated – together with selected members of the Territorial Defence – into a legal Home Guard as its manoeuvre structure.

The article deals with the impact of security factors on the process of Slovenia's independence. Slovenia's democratic transition regime has been threatened by internal Communist forces in Yugoslavia. Relationship of communist structures to pro-democracy opposition forces was ambiguous, because they dare not speak openly against democratization. That's why they try to produce the most favorable conditions for the removal of the authorities of the Republic of Slovenia. In May 1990, the military leadership of the Yugoslav armed forces ordered the confiscation of the weapons of the Territorial Defence in Slovenia. Therefore, after taking power in May 1990 the Slovenian republic authorities issue safety should pay a lot of attention and energy, which also affected the process of further development of the Slovenian democratic rule. They created a secret defense organization Home Guard Maneuvring Structure. They transformed the pro-Communist State Security Service to meet the standards of a democratic regime. In autumn 1990, the Territorial Defence was transformed so that it has become the Army of Slovenia. It is because of risk (from Yugoslav People’s Army, Milošević's Serbia, federal authorities) occurred integration Demos ruling and opposition forces. Independence process was accelerated, but with regard to the six-month period between 26 December 1990 and 26 June 1990 (from plebiscite to the date of independence of Republic Slovenia) to avoid internal police-military intervention of federal forces.
