The paper was commissioned by the Council of Europe for its Standing Conference of Ministers of Education; it reconsiders education and society in a contemporary context marked by internationalisation and globalisation. Changes in the perception, production and transmission of knowledge (“knowledge society”) are exposed and connected to the issue of social crises and sustainable development. Consequences in the area of teacher education as a special field in higher education are identified; conclusions and recommendations to European education policy development are made.

Documents of the last decades are analysed as well as the conceptual discussion on academic autonomy. Traditionally, academic autonomy was negotiated between academia and the State; today, the market has also entered this articulation in a problematic way and a redesign traditional “standards” is necessary.
