During the e-government era the role of technology in the transformation of public sector organisations has significantly increased, whereby the relationship between ICT and organisational change in the public sector has become the subject of increasingly intensive research over the last decade. However, an overview of the literature to date indicates that the impacts of e-government on the organisational transformation of administrative structures and processes are still relatively poorly understood and vaguely defined. The main purpose of the paper is therefore the following: (1) to examine the interdependence of e-government development and organisational transformation in public sectororganisations and propose a clearer explanation of ICT's role as a driving force of organisational transformation in further e-government development; and (2) to specify the main characteristics of organisational transformation in the e-government era through the development of a new framework. This framework describes organisational transformation in two dimensions, i.e. the 'depth' and the 'nature' of changes, and specifies the key attributes related to the three typical organisational levels.

The concept of e-government was expected to support the development of the new public sector paradigm and the emerging socio-political trends, endorsing efforts for deliberative and democratic decision-making processes, and advocating the effective, accountable and transparent management of public affairs. In reality, very little of the above- mentioned was achieved, indicating that the current policy-making in the e- government field is inadequate, whereas lacking comprehensive and objective evaluation methodologies consequently results in poor quality planning and implementation of e-government policies. Despite the growing research interest in the last decade or so, the existing evaluation methodologies have been often only marginally and superficially targeting and evaluating the notion of the public interest articulated and addressed by the e-government policies. Moreover, the evaluation of the public interest dimensions is fr equently rendered particularly with the evaluation of financial benefits of the e-government policies, additionally reducing the applicability of the evaluation methodologies and undermining the legitimacy of the evaluation results used for strategic planning. Paper provides an analysis of more than 50 methodologies for the evaluation of e-government policies, exploring their capacity and extent to which they facilitate the evaluation of the public interest implemented by the e-government policies. Analysis offers an insight into the current evaluation practice enabling detection of its deficiencies, and could facilitate a significant contribution to the inclusion of the public interest concept in the future design of the evaluation methodologies and provide support to more evidence - based policy - making in the e-government field.

Thematic areas within the monograph are very diverse and range from the evaluation of policies and their effects on public and state administration, to the health system and specialized government agencies. Monograph and the findings within represent an important contribution to building a theoretical framework and a useful tool for professionals working in the field of evaluation, planning and implementation of various sectoral policies. In times of financial and economic crisis, policies are on the one hand facing tighter budgetary constraints, whilst on the other hand; they are facing rising public expectations, requiring thoughtful and targeted measures as well as long-term positive effects.

Implementation of eHealth is one of the key long-term goals of the Slovenian public sector. The main objective of eHealth is the construction of a comprehensive health information system (IS) and the connection of a widespread network of stakeholders within the healthcare sector. The article presents a review of the eHealth project in Slovenia and provides a comparative analysis of eHealth development in Slovenia, Austria and Denmark. Focusing on the situation in Slovenia, the article identifies the main deficiencies in the current state of eHealth implementation, maps a set of general success factors in the field and suggests guidelines for the effective development and implementation of eHealth projects. Special attention in the article is dedicated to the identification and formulation of relevant indicators that enable ongoing monitoring and evaluation of the effectiveness of health systems in Slovenia.
