The lecture was meant for the leading professional staff at the Ministry of Labour, Family, Social Affairs and Equal Opportunities of the Republic of Slovenia and the Ministry of Justice of the Republic of Slovenia, as well as for the management staff and professional social workers from the centres of social work across Slovenia. The main issue concerned the changes of the Slovenian Family law towards open adoptions, which was advocated by the author of the plenary lecture. The lecture was based on the scientific research of the national and intercountry adoptions in Slovenia and globally, which was published in the first book on adoption in the country. The interdisciplinary analysis of adoption sees it as a complex life-long process. The book encompasses the following perspectives: historical, socio-political, cultural, psycho-social and the perspective of the family politics. It gives the child’s perspective, the perspective of women who give the child for adoption, the social family perspective and the views of professionals. The aim of the book is to develop professional competencies in social work and a support map for the social parents and the persons who were adopted. Darja Zaviršek has discussed the issue on open adoption at the seminars and trainings for social workers organized by the Social Chamber of the Republic of Slovenia; she gave public interviews and wrote articles for newspapers on the same topic. COBISS.SI-ID: 4595045This work presents the preparatory study for the process of deinstitutionalisation in Slovenia and is based on long-term research and involvement of the members of the research group. The purpose of the study is to provide the basic framework for the process and will be used as the reference study for the funding of deinstitutionalisation and creating a system of long-term care from the European structural funds. The operational programme provides namely utilization up to 80 million euros for this purpose. Study lists the basic concepts, principles and programme of deinstitutionalisation, outlines the international trends and experiences, its rationale in the international documents. It assesses the trends and needs for the transition to the community care in Slovenia, analyses existing institutions and the network of community services, cooperation of the sectors and financing of institutions, as well as community agencies and services. It provides assessment of the effectiveness and relevance of both types of services regarding the needs of users and h documents the lacking response. The study outlines a proposal for the new system of care in detail and presents the possible transformation of institutions and ways how to establish a new network of community services at the regional levels. In so doing, it suggest possible dynamics of the process, participation of the stakeholders, necessary amendments to the legislation, outlines the costs of transition and new ways of funding, and new competencies required to work in the community and additional training of needed for staff in social care. The work is to be used as the basis for national strategy of deinstitutionalisation in Slovenia, as well as its governance, providing information to the public. Its conception was presented on the national conference and European conference of training institutions, after the study had been completed it was presented on a national conference with the purpose of presenting it, as it was presented on the Eqalin conference, national conference of the training centres, congress of social work and Social Chamber Study Days.

The achievement is relevant for the professional and academic international public in the field of social work and social policy. The results of naming and analyses of practices are transformation of the policies and facilitation of social work revision in the police settings. Also in the field of migration and international protection important social work tasks consist of facilitating empowerment, inclusion, belonging, community. COBISS.SI-ID: 4244325The paper draws attention to the loss of contract power of service users to the issue of participation. It shows a gap between policies and ideology of participation on the one hand and lived experiences of participation practices in the services on the other. Users’ participation seems to be a trademark of contemporary European social policy or mental health policy, while children’s participation is the most emphasised part of children friendly justice discourse, but the question arises whether they really are in place. The national and European research projects, conducted by the author and her colleagues in the last years are used to emphasise the most problematic points, but also innovative social work and advocacy practices. The social work in the health care and new movements and practices have been approached, such as patient participation, peer support in health care and advocacy of people in mental health.

COBISS.SI-ID: 4303205The scientific conference was devoted to the presentation of the role of social work between local and global operations, the difference between its traditional meaning and groundbreaking conceptual shifts for ensuring equal opportunities for the users of social work and the role of social work in shaping a socially just and cohesive society. We have defined citizenship as a complex concept. Migration, economic inequalities, inequalities based on gender, age, ethnicity, wealth and social status, lifestyle, sexual, religious and ideological orientation, reduced physical and mental capacity of the social work of traditional themes, but new social circumstances call for new reflections on professional conduct. The key question is how social work can contribute to the empowerment of socially excluded people and provide them with active citizenship, despite the social policy actions that reduce the importance of the welfare state. Members of the program group presented scientific contributions at the conference based on research results in these areas. The content of the conference was presented in all relevant media. The report of the conference was published in the journal Social Work, which is the national leading scientific journal in the field of social work.
