Public sector in Slovenia has been, from the point of view of property rights, organization and governance, the same since in the year 1991, when the Law on public institutions passed in the Slovene Parliament, as one of the important reform laws. At that time, the property of ex self-management communities was "temporarily" nationalized (transferred to state and municipal ownership). Notwithstanding huge reforms in the private business sector, the public sector remains as it was when it was taken by the state (nationalized). A reform is needed in this field and the article shows the weak points of the existing approaches in corporate governance in the public sector and presents the standpoints and guidelines for a corporate governance reform in public sector.

The book presents the starting points of a possible new development model of Slovenia, based on the generally accepted values of the 21st century, but in more balanced relationship between labour and capital, while taking into the account the extensive changes in human society due to exponential technological developments. A thousand years old dogma which is grounded on the idea that property converted into an economic function that becomes capital is the only legitimate foundation of governance and appropriation, must be overcome. Creativity and economic growth for all people are in the heart of the new development model. The book presents possible ways of transition from a system that for centuries created gigantic inequalities among people, which in the present times is growing into irreconcilable social tensions and global migration.

This scholarly monograph gives holistic and in-depth as well as theoretically rounded overview of corporate and corporation law in Slovenia. It takes into account historic development as well as the current situation and regulation, particularly problems in the implementation of legislation. Special attention is paid to corporate management and partnerships. Considering the scope of the project, it is very important that it presents the regulation and position of shareholders, particularly minority shareholders and analyzes the regulation and solutions as well as practices that could be applied also in other situations and fields, where the protection of minorities or weaker parties might be required.

Slovenian politics (political parties, government, opposition) is not engaged with the issue of social responsibility. There is virtually no social responsibility in (electoral) programs of political parties. The Movement for social responsibility therefore puts ten requests for more social responsibility in Slovenia and globally, on political i.e. public level, on the corporative level and on personal level as well.
