A model, in which way the government of a country in transition from conditions of a surplus of demand over supply and no need for innovation, to conditions of a surplus of supply over demand and hence a crucial need for innovation, influences government bodies, their employees and all other organizations, esp. enterprises so that they would in a relatively short time modernize their attitude concerning innovation and start to support it actively and implement it everywhere. The point is in an informal application of systems thinking and principles of Total Quality Management by puting the government and all state-financed bodies and organizations in the role of buyers, which use their bargaining power in the buyer's market to prefere in all their contracts the most innovative ones among the potential suppliers completely.
