The National Contact Points (NCP) support potential proposers on behalf of national authorities to participate in the IST Research Programme. In the past, many proposals were failed due to a lack of a concrete, European dimension. In this area a national oriented agency did not have the required resources and connections to aid potential proposers and needs additional support. The Idealist 5fp project comprises partners from nearly all associated countries and member states. They pool their knowledge and experience in order to help potential proposers to participate in the IST Programme. Examples of activities offered are: surveys, partner search, brokerage, workshops, sessions during conferences.The project especially addresses the NCP and potential proposers from the newly associated countries in order to decrease the different experiences on the IST Programme as well as introducing a more global element to the IST programme. The approach is carried out by:1. Making partnering easier2. Providing through workshops, seminars and conferencies, an international environment in which proposers can learn about the IST programme3. Suggesting how the IST programme procedures and Workprogramme can be made more user-friendly4. Increasing the effectiveness of IST National Contact Points (NCP) with emphasis on the NCP of the newly associated countries.DESCRIPTION OF WORKThe special aspect of Idealist-5fp are the partners of the project. They all are working as or on behalf of their National Contact Points and are all predominantly involved in similar tasks. For NCPs, Idealist-5fp is a valuable tool to promote European ideas in their country. The consortium is made up of 32 partners who have developed, over the years, an excellent rapport with each other. Henceforth, the project can be successful only if the mutual trust of the partners can build up a solid partnership. Free communication within the project is mandatory. It is guaranteed by the Fast Communication Network (FCN). All partners can contact every project partner by e-mail and via an electronic mailing list. All documents with relevance to the project are stored on a Web based intranet which can be accessed via a password by all partners. The intranet offers whiteboard facilities where all partners can post their comments visible to all partners. Moreover, at conferences the project partners will meet to attend plenary meetings, management board meetings and working group meetings. The efficiency of the partners and their similar interests as NCP representatives make it possible that many working packages are organised and performed electronically. The approach is as following: A working group defines the rules of an activity and establishes them in a procedure manual. All partners involved apply the rules and, if necessary make suggestions for improvement. After a while the working group checks the results and may offer modif
