Abstract
This research project is dedicated to the development of electronic pay-toll systems based on GPS technology including road traffic management at the same time. This road traffic management and toll collection system provides the opportunity to determine optimal trajectory for each user optimized according to economic, environmental, meteorological and technical criteria. The optimal trajectory of each user is calculated in quasi-real time in a local communication device located in a vehicle. The overall optimization task is divided into two smaller tasks, the first one in which the optimal trajectory for each user is determined and the other one which realizes the optimization of traffic flows on the observed network. The communication subsystem of road traffic management and toll collection system is based on the use of the GSM 4G, DSRC, and NFC technology. Such a choice of communication system provides the conditions for the interoperability of the ETC system, the interactive communication of the vehicle to system server and the Implementation of "electronic wallet". The new efficient and cost effective enforcement will be developed based on automatic license plate recognition and new video system. Also a new mobile and stationary point for prosecution of violators will be developed. This system represents one of the pioneering researches and it is in full accordance with the strategy of road traffic development in Europe by 2020 year.
