Abstract
Legal expression of concepts, relations and human values in the field of biomedicine is a subject of visible current interest and expansion of a sort. On one hand, progress of biomedical sciences due to its rising risks leads to constant questioning of the limits of permissible medical actions. On the other, a need occurs for conducting risks of such progress, through responsibilities of state bodies, as well as civil participation, as a sort of democratic process. In creating better conditions for those processes, implementation of two international instruments holds a central place: 1) European Convention on Human Rights and Biomedicine (1997) with additional protocols and 2) Universal Declaration on Bioethics and Human Rights (2005). The present project is to be dedicated to promotion and activities of formal and material implementation of the named documents, which are of a crucial importance for the area of health. First project task is to argue with a human rights approach in favor of their rapid ratification. Research team which counts 9 associates belonging to 5 project participating institutions shall undertake theoretical and practical activities on a wide-reaching comprehension and realization of the project task through numerous scientific papers, monographic publications, doctoral dissertation and several thematic presentations at national and international scientific gatherings.
