Abstract
Penal reaction is the area that unites the needs for efficient control of criminal behavior, protection of the basic human values, protection of offenders’ rights, rights of the victims and other importunate values. In this process are, primarily involved state authorities that operate according to current laws (formal social reaction). Criminological, criminal-political and criminal-legal approaches will be crucial in the research, but the methods of civil and labor law will be used likewise. Sociological and economic aspects will we considered as well. Both aspects of criminal reaction will be analyzed in the project: criminal regulation and severity of reaction. From procedural perspective will be examined which model of criminal procedure suite the best to the criminality in Serbia. Execution of the criminal sentences will be evaluated not only from the normative perspective, but also from the real conditions in this area. The attention will be given to the tendencies of criminality in Serbia and examination if valid model of penal reaction is adequate and satisfactory. Expected results of the project are: evaluation of the Serbian system of penal reaction, its compatibility with current and international tendencies in this area and proposals for its improvement, especially with respect to the most serious crimes like terrorism, organized crime and corruption.
