Abstract
In order to achieve the objectives of territorial cohesion in Slovenia, as they are set out in the renewed Spatial Development Strategy of Slovenia, strategic and sectoral policies need to be effectively harmonized with the goals of spatial development, respectively. The project will contribute to harmonization of the policies and regulations by proposing a methodological approach to the Territorial Impact Assessment (TIA) as an integral part of policy preparation, adoption and evaluation. The key purpose of this research is to design an in-depth methodological approach based on the existing TIA approaches - examples from the EU Member States and the review of key resources and literature. The analysis of the existing approaches will be focused on the integration, namely on waighing the spatial sensitivity of sectoral policies, notably in terms of coordination of sectoral guidelines and measures. The project work is structured in five work packages, namely 1) Analysis of the existing literature and Preparation of the TIA Methodological Approach, 2) Testing of the methodological approach on case selected policies, 3) Development of an analytical and communication tool, 4) Dissemination and 5) Project management. The analysis of resources, literature, existing approaches and communication tools in the first work package will address cross-sectoral coordination and integration and balancing spatial sensitivity of policies, in particular in terms of coordination of policy guidelines and measures. On the basis of the analysis, a methodological approach will be proposed to analyse and present spatial impacts feasible for different spatial units to improve policy coordination and integration. The proposed methodological TIA approach will be repeatedly tested in the second working package. Firstly, selected policies (Ministry of Agriculture, Forestry and Food; Ministry of Infrastructure) are gona differ, secondly, we are interested in results testing on different administrative levels.. Following pilot verifications of the proposed approach to the TIA, interim project reports will be prepared summarising the assessment of the spatial sensitivity of sectoral policies and their spatial impacts, and, overall, the experience of testing. The proposed methodological approach will be supported by an analytical and communication tool designed as part of the third working package. The tool will be prepared functionally in accordance with the existing spatial information system (PIS) or publicly available spatial data to make spatial impacts more clearly possible in the process of their preparation, evaluator and evaluation. The prepared demo version of the tool will be tested twice by collecting feedback from potential users and recommendations for upgrade. Dissemination activities of the project will be carried out throughout the duration of the project for two purposes. In order to strengthen the spatial sensitivity of the sectiors both to considering the territorial dimensions of their policies and to adapting the TIA approach in every day practice, a leaflet will be disseminated and an information seminar will be organised in the first quarter of the project. To disseminate the prepared tool and guidelines for better policy preparation procedure a seminar for policy makers and potential users of the tool will be carried out in the last quarter of the project. On the basis of the results and experience gathered, a TIA implementation handbook will be prepared with a focus on a transparent and collaborative approach to Territorial Impact Assessment and coordination of interests, particularly at regional and local level. Project management as the last working package represents activities of content, human resources and financial management, meetings with contracting authorities and technical reporting to the financing authority throughout the project term.
