Abstract
According to the European Commission, the current situation in the field of digitalisation of public administration in Slovenia is below the average of EU Member States at the level of use of digital services and on average at the level of their provision. In order for Slovenia to join the group of the most successful European countries (Estonia, Denmark etc.), it must improve both the ability of users to use services and the ability of public administration to offer more complex services to users (legal and natural persons). The Digital Transformation for Smart Public Governance research program addresses these issues by introducing the following research and innovation work packages: analysis of the level of digital maturity, development and testing of appropriate technological bases for digitization, introduction of improvements in public administration digitization, continuous evaluation of digitization improvements and management , recommendations, dissemination and exploitation of research results. Key technology approaches that can help with digital transformation include new software engineering technologies, DevOps culture and practice, IoT technologies, artificial intelligence, edge-to-cloud computing, and blockchain technologies. These new information and communication approaches will be used in an innovative way in the function of digitalization in the field of public administration. Thus, we will successfully implement complex digital services and comprehensively digitally transform public administration, addressing: the requirement for digitization of administrative processes, the problem of developing competencies for digital transformation of public administration, implementing digitization policies and achieving smart public administration. The Interdisciplinary Research Program includes researchers from the participating organizations, the Faculty of Computer and Information Science and the Faculty of Public Administration.
Significance for science
The research program contributes to digitization in the field of public administration. We are working on the following research and innovation work packages. In the work package Analysis of the level of digital maturity we analyze the current situation in the field of digitalization of public administration, develop a model for evaluation of digital maturity, analyze the situation in public administration in the field of digitalization, deal with trust, traceability and transparency management models. We will also assess the digital divide, analyze existing databases and present good practices of applications for interactive display of open data. In the development and testing of appropriate technological bases for digitization, we develop technologies for modeling and development of trusted applications and services, testing infrastructures, IoT, cloud computing, artificial intelligence, blockchain and other technologies that are essential for digitization. We are also developing new approaches to achieving cyber security and a Digital Twins technology. In the work package Introducing improvements in the field of digitalization of public administration, we research the necessary competencies and create a competency model for participation in agile and DevOps processes, develop an approach to identify needed employee competencies and key cyber security mechanisms. In the same work package, we are also developing a catalog of trusted and reliable databases and preparing proposals for reducing the digital divide. In the work package Continuous evaluation of proposals for improvements in the field of digitalization, we deal with the implementation of surveys and interviews, analyze feedback and prepare improvements for digitalization. In the last work package Management, recommendations, dissemination and exploitation of research results, we deal with the formulation of recommendations for effective digital transformation of the public administration, preparation of recommendations for improving study programs, preparation of approaches to increase transparency and trust in data and service management, identity management (citizens, businesses, NGOs), the development of sustainable ecosystems and the cross-border exchange of information.
Significance for the country
The proposed program will directly affect the implementation of the most important strategic documents of public administration development, namely the Public Administration Development Strategy and Digital Slovenia, and at the same time will contribute to the implementation of the National Development Strategy of Slovenia 2030 and the European Commission's digitalization strategy 2020-2025. This is the first such comprehensive approach to the digital transformation of public administration. Digitalization goes beyond established business paths and enables the offer of new services in all areas of work and life. In addition to the possibilities for new ways of doing business, it also brings opportunities in the field of social engagement, communication, education etc. Only development of technological support to digitalization will not bring expected results. It should be developed together with the development of digital links between public administration and stakeholders, support of digitalized public administration for digitalization processes in society, support for new sales channels and services in companies, empowering citizens to develop digital competencies etc. In short, the digitalisation of public administration will encourage the simplification of administrative processes, rationalization of work, elimination of administrative barriers, which will have a major impact on socio-economic impact, and by its example (influence, authority) will interfere with the functioning of society. Digital transformation brings positive effects, which are reflected in innovation as a way of creating and adding value to public services. The digitalization of public administration consequently also affects the attractiveness of the country itself, such as in terms of foreign investment, tourism and cultural heritage.
