Abstract
The A4A project focused on identifying and encouraging the realization of the full potential of vulnerable groups, reducing their social exclusion, supporting their inclusion in the local community, and promoting learning and activation, thereby strengthening their path toward greater independence. Through the implementation of the project, we successfully developed a strategic framework for combating poverty and promoting social inclusion, aimed at various target groups – including individuals with mild, moderate, and severe intellectual disabilities. The concept of the new main project is based on an analysis of needs and existing practices in activating vulnerable groups in the labour market, as well as on the results of research conducted among different stakeholders identified in the three participating countries. We find that, although a wide range of support providers is present, there is a lack of tailored and individualized approaches that would connect different systems. It is necessary to develop social activation programmes focused on the individual needs of persons with intellectual disabilities, structured in a modular form. The project involved the following partners: the City of Zagreb (Republic of Croatia), the Institute for Labour Market Development (Republic of Croatia), the City of Srebrenik (Republic of Bosnia and Herzegovina), and ZUDV Dornava/Institut for Training, Work and Care dr. Marijan Borštnar Dornava (Republic of Slovenia).

The A4A project represents an important contribution to the development of science, as it establishes research‑based approaches for understanding, activating, and including vulnerable groups, thereby strengthening scientifically supported models of social inclusion.

The A4A project plays an important role in Slovenia’s development, as it strengthens professional, research‑based, and interdisciplinary approaches in the field of social inclusion of vulnerable groups, thereby directly supporting the creation of a more inclusive and resilient society.
