Abstract
Traditional approach to environmental problems of agricultural business has been effect oriented, mainly. Prevention and control of negative externalities emerged as the problems. Therefore, numerous theoretical and applied partial models were developed (prohibition of certain agricultural practices, maintenance of the quality level of soil, air, etc.) This effect -- oriented approach has produced little or inadequate results. Unacceptable agricultural pollution, deterioration of landscape and natural environment quality continue. The reasons for this failure are ascribed to: general failure to enforce and introduce sustainable agriculture practice, the reluctance of public authorities to use economic instruments to internalize the external costs, the dominance of measures that encourage intensity of conventional technologies and the dominance of short term economic interest, that is hushing up long term relevance of sustainable paradigm for economic success. The environmental economic as the scientific discipline, also in the intensive progress, does not provide general explanatory hypothesis and forming the general theoretical background. Therefore, research is oriented to two main directions: to deep up the research of already known specific problems and to develop mix of methods that should allow holistic approach to management of the sustainability. Research work program is divided into three interrelated procedures. The first procedure is aimed to analysis of production system by methods of systemic analysis and production functions, to put up definition and quantification of positive externalities and to define negative externalities. The second procedure consists of the study on input-output relations, the conceptualization of internalization model as well as of defining a key set of sustainability indicators and of targets of sustainability. Analysis and test of methods of monetary valuation of externalities and of methods of non-monetary valuation of externalities as well as defining and testing the formal multigoals and multiattribute econometric model are subjects of the third procedure.
