Abstract
Because of its exceptional diversity and rich natural and human resources, as well as its position in Europe, Slovenia must be studied through specific methods and criteria based mostly on inductive research processes and connections within Europe, which has so far been distinctly deficient. The research programme is based on the assumption that the results and promotion of the pre-existing high qualities of the man-made living space will give Slovenia an important starting point for sustainable development and for a significant international role. New methods of research and planning will be developed, including the education of the public and experts. The research is focused on the relationships between a high quality living space and natural circumstances, protection of the environment, its natural, architectural, settlement and landscape heritage, the issue of architectural identity, influences on socio-economic and social welfare development and the introduction of new tools for the creation of a high-quality living environment. Through its interdisciplinary structure, connections with real spaces and applications, the programme connects architecture, urban planning and design with ecology, construction, sociology, art history and other areas of interest. The main goal is theoretical and methodological architectural research for further development, education, methodology and promotion within architecture as a profession. The theoretical and applicative parts of the research are interconnected and explore the following elements: high-quality development and preservation of the living space in Slovenia, the solving of problems connected with the sustainable use of space and protection of cultural and natural heritage in the broader (European, world) context, the contemporary objectives of design and use of living space and definition of "good practices", and new phenomena, methods and technologies that are relevant for a good quality living environment.
Significance for science
The main significance of the programme SUSTAINABLE PLANNING FOR THE QUALITY LIVING SPACE derives from the specific potential of the Slovene region to offer a research model, methodological background and both basic and applicative solutions of extremely complex and sensitive, even fragile intertwinement of protection, planning and development of living environment. The potential derives also from bridging the gap between eastern and western European scientific experience, based on the wide range of the programme contents. The scientific and research endeavours of the Faculty of Architecture has always been intertwined with the global scale. This is also one of the basic aims of the proposed programme. It can be argued that the intertwinement mentioned can be presented with the numerous connections with other research programmes and also direct linkages and participation in international research programmes and projects. In the frame of the research programme the activities and results from the following fields have been realized: - energy efficient buildings - housing research, - sustainable urban planning, - earthquake resistant building, -development of the architectural structures, - problems of research and protectuin of cultural heritage (in all the fields mentioned are relevant congresses, symposia, seminars, bilateral researches… are relevant in all the fields mentioned…) The research endeavours of the Institute of space at the Ljubljana Faculty of Architecture has always been intertwined with the global scale. This is also one of the basic aims of the proposed programme. It can be argued that the intertwinement mentioned is presented with the numerous connections with other research programmes and also direct linkages and participation in international research programmes and projects.
Significance for the country
In Slovenia, the research programme Sustainable planning for the quality living space is important - for the establishment, development and transfer of connections with the aim of comprehensive and sustainable development of living space according to European and world criteria in Slovenia and for the transfer of Slovene experiences to other regions, - for the development of an interdisciplinary system of research and planning of man-made living space, - for the education of specialists and researchers, - for sample processing of the most pressing problems of sustainable development. The importance of the programme is in the economy and society. Numarous applicative research works represent and will represent the starting points of strategic and realistic decisions about sustainable development of living environment in Slovenia. The members of the programme group are invited as experts into architectural, urban design and design research environments, needed by different ministries, municipalities, business communities and private enterprises. (Note: results and evaluation of their impact within the relevant region is published yearly in AR). The big importance of the programme indicates also in industry –for technological developments – developments of building technologies: … as basic and development research or architectural, urban design and design professions. In Slovene region their importance derives from their reflection of spatial realities, as initiatives for professional development, for education of experts and, especially, as the linkage and in competition with the most excellent achievement at the global level. The interest is expressed and collaboration already established with economic actors (production of materials, building, solving of specific planning and design problems, the introduction of the energy efficient standards…) The research programme is important for the social infrastructure, public administration. The programme group offers the research results, which are directly applicable within the process of development of social and administrative system of spatial planning and design. The notion of architecture as culture leads to the evaluation of the programme results as essential for cultural development. The programme is important also as a basic research of the wholeness of settlement and architectural heritage of the Slovene region, as research of identity of so-called ‘arcitectural landscapes’. The meaning of the research can be identified through the active and continuous collaboration with the Ministry of Environment and Space, and local communities (municipalities), the Institute for the Protection of Cultural heritage of Slovenia an its regional units, design teams or individuals, individual financers and users of the research. Within the frame of the new Slovene strategy of spatial planning preparation process there are many research results incorporated as obligatory background. In the future they can be upgraded when needed. The architecture of excellent quality is one of essential promoters of the whole country. All the basic, applicative and development research in architecture and related fields is, in essence, development oriented, due to the nature of the research area. Architectural practice represents the balance between the building technology and the art of creation. The research programme represents the opportunity for critical reflection of practice, oriented towards the most integral possible level of planning and design creativity.
