Significance for science
The main goal of this study was to theoretically assess establishment of a potential remote home-care system as part of regular/general provision of healthcare and social services for the elderly. The project’s final results are important to the research community because no thorough and comprehensive study assessing establishment of a potential remote home-care system in society as part of regular/general provision of healthcare and social services for the elderly has been conducted to date. Researchers have only recently begun drawing attention to this need by presenting and providing reasons for it in individual papers. This study thus follows the latest needs and demands of the research community; its final results are relevant to all societies with an ageing population. They will contribute to establishing an effective remote home-care system in society as part of regular/general provision of healthcare and social services. New findings acquired through this study also have an important applied value and will outline the direction of further research and work in the area studied. By establishing an effective telecare system as part of regular/general provision of healthcare and social services, a number of opportunities will be created for developing new services and social infrastructure and for founding new enterprises, which is also in line with the objectives of the Lisbon Strategy and of the i2010 strategy, the aim of which is to combine all the EU policies, initiatives, and measures in order to promote the development and application of digital technologies in the everyday work environment and private life. These technologies, also known as information and communication technologies (ICT), should make a positive contribution to economic growth, the creation of new jobs, and improvement of the quality of life. i2010 is part of the Lisbon Strategy; its main purpose is to turn Europe into a more competitive and dynamic knowledge-based economy.
Significance for the country
The project’s results are in line with the objectives of Slovenia’s strategic and research documents and indirectly, through the implementation of these objectives, will be of great importance to the Slovenian society and economy. The second basic objective of Slovenia’s Development Strategy (SDS), which is the country’s key developmental document and represents a conceptual framework for its development in the period from 2007 to 2013, stipulates the following: “[I]mproving the quality of life and welfare of all individuals, measured using human development, social risk, and social integration indicators,” which can also be achieved by establishing an effective remote home-care system built on the basis of this project’s results. By managing expenditure for healthcare and social services, this study also contributes to the implementation of the strategy’s first business and developmental objective: “[I]n line with the strategy’s development vision, a higher level of economic development and employment form the basis for making it possible to improve social security, reduce social risks for the most vulnerable groups, and enable faster development of the most underdeveloped regions and increased quality of the environment . . . Slovenia must become a socially and technologically innovative society.” The study is also consistent with the Resolution on National Development Projects, 2007–2023, which based on the SDS and includes the key (major) development and investment projects supported by the state. Planned projects and activities congruent with the idea of this study include the following: • A relevant project that supports the fulfillment of the goals of the third SDS (i.e., an efficient and more cost-effective country) titled “Modernizacija sistema zdravstva e-zdravje” (Modernization of the Healthcare System: E-Health). This project’s goal is to use communication and information means to provide more effective public healthcare services. • Relevant activities supporting the fulfillment of the goals of the fourth SDS priority (i.e., a modern welfare state and higher level of employment): modernization of social security systems, and reducing social exclusion and disadvantage. The study is also consistent with the Resolution on the National Healthcare Plan 2008–2013, which envisages the development of new models and forms of providing healthcare, especially those included in information and communication technologies (ICT), and stipulates that “it will be necessary to prepare a long-term development program and begin carrying out pilot projects of introducing telecare” and that “this type of system offers advantages such as providing care to difficult-to-access areas.” Due to the study’s specific orientation, its final results are especially important to people living in Slovenia’s peripheral areas as established in the resolution above, as well as in general for the development of these areas, which is also one of the strategic objectives of Slovenia’s Spatial Development Strategy, the fundamental government document on directing long-term spatial development. The strategy envisages balanced spatial development, a quality living environment with appropriate infrastructure, a well-developed network of commercial and other services, access to public social infrastructure, and social inclusion. The final findings of this study prove the following (and pose the Slovenian government these demands or tasks): to understand needs of all parties (on all stages and levels of decision-making and acting) that are anticipated being a component of a remote home-care system as part of regular/general provision of healthcare and social services, and active participating of these parties in the process of planning of such system; as well as to move from partial to comprehensive way of thinking, planning and acting.
