Significance for science
Main importance of the project for the development of science is in the following: 1. review of international migration (stock of migrants and migration flows) and migration policy for OECD and EU countries; 2. complex approach to the analysis of migration for one country. Namely, we analysed more aspects of migration for Slovenia: (a) internal and external migration, (b) statistically registered and unregistered, (c) real (realised in the past) and potential emigration, (d) stock and flows, (e) the emigration size and characteristics of emigrants, (f) migration of different categories of population. This analysis was on one side put in the broader context of the analysis of international migration for other countries (OECD and EU), and on the other side it includes aggregate (Slovenia) and regional level (Slovene statistical regions); 3. estimate of the influence of the emigration size and emigrants' characteristics on the number and structure of population for different levels: OECD/EU countries, Slovenia, its statistical regions 4. analysis of potential and real emigration among former Erasmus students from generations 2005-2010 for one country on the basis of inquiry: • development/improvement of the questionnaire, • definition of potential and real emigrants on the basis respondents’ answers on different questions in the questionnaire, • the estimation of the size of the real and potential emigration for the entire population of former Erasmus students above-mentioned generations (2005-2010) considering the structure of population by different characteristics (gender, field of study, year and type of Erasmus mobility), for who data were available for the population and respondents and the size of emigration among respondents (in realised sample), • estimation of the emigration size for the population in total figure and disaggregated by the abovementioned characteristics (gender, field of study, year and type of Erasmus mobility), • comparison with the results from similar inquiry conducted in 2004 for Erasmus students generations 1999-2004: (a) using similar questionnaire (first version was developed in 2004 within the project “Migration policy and the problem of brain drain"), (b) the same source of data for the population (CMEPIUS) and the sample (inquiry) and (c) large sample (in 2011/2012 – 81% of population and in year 2004 – 69%). In this was we observed trends in emigration of former Slovene Erasmus students, generations 2005-2010 compared to generations 1999-2004. We did not find similar analysis for any other country; for this reason the analysis is valid also in international framework. The above mentioned aspects covered the discovery of new scientific recognitions and development of methodological instruments as well. At the same time by the project we have further developed our basic research field of migration. Namely we upgraded our previous investigation of international and internal migration and mobility of Slovene population, especially those, included in two research projects done for the Strategy of economic development of Slovenia in 2000 and 2004 (Bevc and others: Migration in Slovenia in the context of EU accession, 2000; Migration policy and the brain drain problem, 2004).
Significance for the country
In Slovenia since 2004 no complex analysis of migration considering all (legal and illegal, statistically registered and unregistered, real and potential) international and interregional flows was available. The project includes such an analysis, and within this also the analysis of potential and real emigration of former Erasmus students, for whom in year 2004 potential emigration was high. For statistically registered migration the main period observed was 2004-2010 (period after Slovenia's EU accession), compared to relevant previous period (1995-2003 or any longer period). The main levels of observation were Slovenia and Slovene statistical regions. Different domestic and foreign data bases were used; from Slovene statistical office very important data base were unpublished data, prepared especially for this research project. Main statistically unregistered migration flow analysed in the project includes Erasmus students of generations 2050-2010. Data for this analysis were obtained by internet inquiry of 5171 persons (81% of population). For Slovenia this research project is especially important, since it brings the following: • the complex picture on the stock of migrants, the size and characteristics of international in interregional migration flows of different groups of population on the level of entire country and its regions in period after Slovenia’s EU accession compared to the relevant previous period, • systematic analysis of interregional and international migration for Slovene statistical regions: size of migration flows and characteristics of migrants (by citizenship, gender, age, education), • insight into the role of migration in the change of the population size (number) and structure for Slovenia and its statistical regions, • review of the connections between international and interregional migration and interregional differences in economic development, • review and analysis of methodological changes in statistical registration of international and interregional migration for Slovenia in last 20 years, • acquisition and analysis of unpublished data of Slovene statistical office on international and interregional migration of citizens and foreigners for Slovenia and its statistical regions (especially on educational attainment), • analysis of the size and characteristics of real and potential emigration of one group of the youth (former Erasmus students of generations 2005-2010) in time of economic and political crisis (at the end of year 2011 and beginning of 2012) and the analysis of changes in the size of the phenomena compared to year 2004 (for generations 1999-2004), • first internet inquiry for the analysis of emigration of former Erasmus students and record of advantages and disadvantages of such inquiry compared to the classical post inquiry (for the performer of the project this means first collection of data on potential emigration of one category of Slovene population with the internet inquiry), • estimation of the economic costs of registered real and potential emigration of former Erasmus students of generations 2005-2010 for Slovenia (direct and indirect cost of previous investment on education of this persons for the society), • proposals for migration and other relevant policies in Slovenia, which influence international migration of Slovene population, • proposals of further research investigation of international migration of different categories of Slovene population; within this especially emigration of the youth. Results of the project and proposals of further investigation and policy measures can be important basis for policy makers on international and interregional migration. Formation of relevant migration and some other policies can contribute to decrease in real and potential emigration of Slovene population.
