Significance for science
Understanding and overview of the evolution of competitiveness concept and of policies for promotion of competitiveness is the key determinant of assessment of prevailing theories. National competitiveness has been the major focus of economic policies in developed economies as well as the emerging ones. The understanding of the concept and the role of individual determinants of competitiveness is the key to design of policies and monitoring of their results. The analyses show that the role of these individual determinants differs significantly among the countries. Therefore national analyses contribute to the development of theory, improvements in methodology and critical interpretation of internationally established competitiveness rankings. Development of methodology for measurement of the impact of individual instruments, which can be applied for other types of state aid as well. Dynamic measurement of impact via parity method and other applied methods have not yet been used extensively in science community yet, and in particularly not in evaluation of economic policy instruments. The combination of techniques and methods in evaluating effects of individual instruments therefore presents an original scientific contribution. The results of analyses include comprehensive overview of measures during 2004-2009 in Slovenia and evaluate the impact of a set of different instruments with application of several methods, giving therefore a complementary explanation of the processes in business sector. Project team has constructed several original databases and knowledge, which cab serve as inputs into further research for improved policy-making.
Significance for the country
The research of the project team is in line with the priorities of Slovenian Development Strategy as they focus on strengthening the position of Slovenia and its stakeholders at the EU and global level. High level of relevance of the project for the socio-economic development of Slovenia is demonstrated by significant engagement of project researchers in analytical work for IMAD, Ministry of Foreign Affairs-MFA, Ministry of Economy, PAEFI, and Government office for Growth and European Affairs, Chamber of Economy and various enterprises. In addition, the research team members are represented in a number of advisory councils and Committees (Strategic Council of the MFA, Science and Technology Council of RS, Innovation Selection Committee of Central Slovenian Chamber of Economy, Council of the Statistical Office for R&D and innovation, etc.) In particular, the results of the research team’s work are illustrated by: - Understanding and overview of the evolution of competitiveness concept and of policies for promotion of competitiveness. Research on capabilities of Slovenian business sector for transfer of technologies and introduction of innovation as well as cooperation with the public research institutions. Analysis of the measures and impacts is the essential input for further development of economic policies. - The results of analyses include comprehensive overview of measures during 2004-2009 in Slovenia and evaluate the impact of a set of different instruments with application of several methods, giving therefore a complementary explanation of the processes in business sector. They represent an important input in design of future support measures for competitiveness and entrepreneurship. - Identification of barriers, which limit the potential of subsidies, can be used directly by the policy maker as well as by other stakeholders. - Project team has constructed several original databases and knowledge, which can serve as inputs into further research for improved policy-making. - Development of methodology for measurement of the impact of individual instruments, which can be applied for other types of state aid as well. Dynamic measurement of impact via parity method and other applied methods have not yet been used extensively in science community yet, and in particularly not in evaluation of economic policy instruments. The combination of techniques and methods in evaluating effects of individual instruments therefore presents an original scientific contribution. - Project team members are involved in teaching at the Faculty of Social Sciences as well as several other academic institutions in Slovenia and abroad. This way a successful dissemination of research results into education processes is assured. - Several potentially relevant research areas were identified during the project, which could be beneficial in further developments of support policies for competitiveness and entrepreneurship.
