Abstract
For the upcoming programming period in the area of support to agriculture, its effects on the environment and nature will have to be achieved more efficiently and more targeted towards the environment and nature, what requires more detailed strategic planning, which will also for the first time include the first pillar instruments. In this respect, the green structure of the instruments will be prepared especially for the environment. In this context, the project aims to provide analytical support for the preparation of a strategic plan for Slovenian agricultural policy in the period 2021-2027 in the field of environmental protection and nature. In doing so, we will follow the legislative proposals of the European Commission published in May 2018, focusing on the fields of water, soil, air and biodiversity protection and climate change.
Based on the initial definition of the research problem, the expected objectives of the co-financier and the literature review, we have raised the following research questions:
1. What are the available information and databases on the state of the environment and nature (soil, water, biodiversity) for the purposes of monitoring and evaluating a comprehensive agri-environmental and climate policy,
2. What are the key needs for the intervention of agricultural policy in the field of environmental protection and nature,
3. How targeted and effective were the agricultural policy measures in the area of the environment in the period 2007-2020. In addition, we will evaluate the different structure and support system in the field of agri-environmental and climate measures (pillars 1 and 2, including cross-compliance)
4. What are the possible upgrades or changes in the concepts of agri-environmental measures in Slovenia, and based on the findings, develop new alternative proposals and interventional logic of measures in the field of environmental and nature protection (measures 1 and 2 of the Common Agricultural Policy)
5. Evaluate the various proposals for policy measures based on the scenarios submitted and
6. Propose a methodology for the financial evaluation of the environmental benefits of the implementation of the KOPOP measure in the 2nd and 1st pillar.
In seeking answers to the above questions, we will use different methods of data acquisition and analysis (literature reviews, SWOT analysis, participatory workshops, focus groups, surveys, interviews, spatial econometric analysis, ...). The work on the project will be organized in six work packages.
The expected results will be presented in the form of interim and final reports, scientific publications and press releases.
Significance for science
As is evident from the presented definition of the problem addressed by the project (point 13 in the application form) and literature review (point 14), in the field of analyzes of the effects of new approaches to sustainable management of agriculture from the point of view of nature and the environment in Slovenia, there still lacks knowledge and relevant information. Any new contents that will prove to be a new challenge of science and profession during the project implementation will be proposed for the content of new research and development projects in Slovenia and beyond. As the co-workers in the project are actively engaged in the pedagogical field, the research results will be quickly and directly involved in the educational process - ensuring the rapid transfer of new knowledge.
The main added value of the project, which is important in terms of the development of the profession in Slovenia, is primarily in a comprehensive review and analysis of the situation and existing databases in key areas, which will be carried out by a wide group of experts for individual fields, thus obtaining a qualitative and comprehensive analysis of the state of the environment protection and nature in agriculture with the latest available data. We will also carry out a comprehensive overview of sectoral legislation and programming documents. In the national context, the original publication will examine the concepts of agri-environmental measures, including the possibilities for a financial evaluation of environmental benefits, which among other things will be important in terms of the development of Slovenian terminology in this field.
In the research context, an interesting and potentially internationally rewarding approach to testing alternative proposals for the conceptual design of agri-environment measures is interesting. Research in this field has largely focused on the testing of individual conceptual approaches, which is insufficient in the light of the complexity of the needs and challenges of the existing measures. In this regard, the qualitative assessment of alternative proposals of the measures, as well as the econometric analysis supported by an experiment using discrete-choice methods is regarded as new and original approach. In the national context, the spatial analysis of the implementation of the existing agricultural policy measures will be a novelty, which will be linked to the identified needs and problem areas. In the wider area, the approach is interesting primarily because of its integrity, since we will take in the analysis into consideration the whole set of agricultural policy measures.
Significance for the country
The aim of the project is to contribute relevant analytical and substantive bases
for the quality strategic planning of agricultural policy after 2020 in Slovenia in
the field of environmental and nature protection and climate change, which will enable
the implementation of more targeted and result-oriented measures. In this context,
the project will indirectly also have a positive impact on economic operators. The
holders of agricultural holdings and interested agricultural organizations will be
involved in the various activities of the project when designing agricultural policy
measures in order to take into account the beneficiaries' feedback in addition to the
professional point of view. Both aspects are indispensable for the preparation of
effective measures, including the search for opportunities to reduce the administrative
burden on beneficiaries and better integrate measures into farm management planning.
